Biography
Blacktown was created a Shire Council by the Local Government Act 1906. It was a rural shire comprised, by the most part, of small farms. The urban part of the shire was mainly adjacent to the railway line and residential sections such Wentworthville, Pendle Hill, Toongabbie, Seven Hills and Blacktown.
Shortly after the end of the war (Second World War?), people looked for lower priced land to develop and Blacktown experienced a population explosion resulting in much residential development and putting a strain on the council's resources. This is reflected in the correspondence with residents.
